It is understood that this is the sixth small hydropower station dismantled in Xishui County in the past 10 days.


Hengzhan Hydropower Station is located in the valley of Fenghuang Village, Zhaiba Town, which began construction in 1966, equipped with 320KW and 250KW turbine units, intercepting the unnamed small river in the valley to divert water for power generation, and the downstream of the hydropower station is the Lingxian River, a tributary of the Qijiang River in the Yangtze River system. He Denglu, who lives 100 meters away from the dam of the power station, said that because of this power station, Hengzhan (part of the predecessor of Phoenix Village) was the first in the town to use electricity, and the power generation of the Hengzhan Hydropower Station made the original Hengzhan, Shengli and some farmers in the adjacent villages begin to enter the era of electric lights. "At that time, the bulbs were often 'red silk', but much brighter than kerosene lamps." Hu Guiming, a villager, said that when someone in the village does something big, they will go to the power station to borrow a 100-watt light bulb and hang it in the courtyard dam, feeling that it is as bright as daylight. In the 80s, a villager surnamed Feng bought back the village's first black-and-white television, and Hu Guiming's family was the second to buy it. "In the evening, we were still working in the fields, and our doorstep was full of people waiting to watch TV." Hu Guiming said. At this time, the vast majority of rural areas in Guizhou and even the whole country were still illuminated by kerosene lamps and even more backward pine paste and hemp poles. "Similar to hydropower stations, there are 90 in Xishui County, of which 66 are still in operation." Ni Xiaoping, a cadre of the Xishui County Water Bureau, said that the small hydropower station contributed to the early electrification of the mountainous areas of Xishui County. But it is undeniable that after the small hydropower station intercepted the river, the original state of the river was changed. "The river between the dam and the generator set of the power station always stops flowing for about half a month every year." He Denglu said that there used to be a lot of fish and shrimp in the river, but now there are very few, and "a dam is a barrier to life." To protect the Yangtze River, Xishui County, located in the upper reaches of the Yangtze River, took the lead in responding. After investigation, Xishui County transferred personnel from departments and units such as development and reform, water affairs, natural resources, and power supply to form a special team to start rectifying small hydropower stations. On November 17, the pioneer hydropower station on the Tongmin River in the Chishui River basin that did not meet the requirements for ecological protection was the first to be demolished.


Hengzhan Hydropower Station is the sixth small hydropower station to be demolished in Xishui County. Li Yongqian, director of the Xishui County Water Bureau, said that before the end of this month, the first batch of 10 small hydropower stations in the county that do not meet the requirements of ecological protection and cannot be rectified will be demolished. Hu Weihong, an engineer at the Xishui County Water Bureau, calculated that after the 10 hydropower stations are dismantled, the annual average runoff can be released at 12.625 cubic meters per second. "If the remaining power stations are rectified, the data will double." That's nearly half of the measured minimum flow of the Chishui River, she said. According to reports, the Xishui County Party Committee and the county government have made it clear that within the end of this year, the remaining small hydropower stations in the county will carry out rectification in terms of ecological flow and other aspects, and install visual monitoring equipment for ecological flow. "The decentralized ecological flow of the power station must reach 20% of the annual average runoff of the location." Hu Weihong said. Ni Xiaoping said that for small hydropower stations that fail to meet the rectification requirements within the deadline, the power department will be coordinated and will no longer be connected to the power grid.
